Under the background of globalization, the social public affairs in our country has become highly complex, dynamic and diversified, it is difficult for the government to fulfill all the responsibilities of social governance rely on their own. With the rapid development of China’s social and economic, the people’s growing demand for public services, and People become diversified needs of the public service. The lack of public service supply by government and Inefficient management, which has aroused strong dissatisfaction of the public, the government faces a crisis of confidence. Social public affairs governance requires multiple governance body work together, But the Chinese government lack of collaborative consciousness, collaborative ability is insufficient, and other governance body active collaborative consciousness is not strong, they accept passive collaborative or be forced to collaborate. Therefore, we use "the theory of things" as an analytical tool, combined with China’s local collaborative governance environment, According to the logic of the development of things, Mainly to "what is Chinese situation collaborative governance" makes the theoretical response to this problem. We adopt the methods of literature analysis comprehensive analysis, comparative analysis, and interpretation of qualitative research, to research the meaning of collaborative governance in China, the main body of collaborative governance, collaborative governance process and the security of co-governance.In this paper, we believe that the collaborative governance refers to, in the public issues of common concern, under the specific driver drives, public institutions, social organizations and market organizations, to achieve the goal of consensus through communication, negotiation, equal participation etc., collaboration through the network, the contract and public power, And realize the sharing of power, responsibility, resources, to solve the public problems. Collaborative governance body is divided into three categories:Government as a representative of public institutions, represented by the enterprise market organizations and citizens and non-profit organizations as the representative of social organization, they constitute China’s three largest collaborative governance body. Collaborative governance is a complicated process, which includes the collaborative governance target formation, the way of collaborative governance, driving force, implementation and evaluation of output, etc. Interest, the public service supply pressure, social uncertainty (complexity), interdependence is the power to promote collaborative governance. The realization of collaborative governance needs the guarantee of thought, environment and system, etc. Research on China’s situation of collaborative governance theory, It can helps to accelerate the modernization of the management system and management ability, solution to China’s current social public problems, improve government management ability, realize the good governance of the society.
