| The renovation of old urban communities is a major livelihood project and development project.It is of great significance to meeting people’s needs for a better life,promoting people’s livelihood and expanding domestic demand,promoting urban renewal and transformation of development and construction methods,and promoting high-quality economic development.In July 2020,the General Office of the State Council issued the Guiding Opinions on Comprehensively Promoting the Transformation of Old Urban Communities,which made strategic arrangements for the transformation of old urban communities nationwide.In order to implement the national decision and deployment on the reconstruction of old residential areas,and to implement the relevant requirements of the construction and quality improvement of the provincial party committee and provincial government,Zhengzhou actively carries out the comprehensive reconstruction of old residential areas.Summing up the experience of the reconstruction of the old community,reflecting on the problems existing in the reconstruction of the old community,applying the relevant theoretical knowledge of public management,and exploring the optimal path have certain theoretical and practical significance for improving the effectiveness of the reconstruction of the old community and strengthening the collaborative governance of multiple subjects in the reconstruction of the old community.This paper takes the reconstruction practice of old residential areas in Zhengzhou as an example,and systematically analyzes the collaborative governance problems in the reconstruction of old residential areas through literature analysis and case analysis.First of all,based on collaborative governance theory,public-private partnership theory and principal-agent theory,this paper establishes the collaborative governance analysis framework of "collaborative subject--collaborative network--collaborative mechanism" for the reconstruction of old residential areas.Secondly,this paper carried out a field survey on the reconstruction practice of the old residential areas in Zhengzhou.Based on the systematic review of its reconstruction process and current situation,this paper analyzed the collaborative governance situation from the perspectives of roles and functions of the three main bodies,the relationship between the main bodies and the collaborative mechanism among the main bodies.Again,based on the above analysis,because the government usually take dissecting the task allocation logic,is the pursuit of the interests of the free market competition logic and the logic of collective action,between residents in old village renovation in multiple subject collaborative management is facing many difficulties,such as collaborative body level security administration tendency of severe,market intervention,residents participation is limited,At the level of collaborative network,there are mutual restraints between the government and the market,different demands between the government and residents,conflicts of interests between the market and residents.At the level of collaborative mechanism,there are difficulties such as less channels of interest expression,imperfect information sharing mechanism,and difficulty in discussion and consultation.Finally,this paper believes that to promote the reconstruction of old residential areas,we should strengthen the collaborative governance of multiple subjects as the starting point,take community residents’ participation and independent governance as the goal,broaden the channels of social capital participation as the innovation path,orderly advance,and form a perfect system and mechanism of collaborative governance in the reconstruction of old residential areas.And it puts forward the promotion path of strengthening the collaborative governance in the reconstruction of the old community: making clear the responsibility positioning of the multiple subjects,promoting the coordination of the interests of the multiple subjects,improving the information sharing mechanism,and establish trust relationship between cooperative subjects. |
