The Research On Countermeasures To Handling Of Mass Events Caused By Maritime Traffic Accidents

Due to the emergence of multiple interests, mass events occur frequently in our country, threatening the social stability as well as affecting the construction of a harmonious society. In recent years, our country’s coastal area has become one of the busiest districts of maritime traffic in the world, the amount of ships sailing in China’s coastal waters every year has closed to 5 million. According to statistics,260 maritime accidents occurred to transport ships in our nation in 2014, killing 247 people, sinking 140 ships and leading to the direct economic loss of 260 million yuan. Accordingly, mass events caused by maritime traffic accidents have present fast growth in recent years, and apart from the range and degree of these events’influence becoming more and more serious, the mode of them has gradually developed from the traditional collective petitions, sit-ins petition and other relatively mild blocking ways to acts of violence like blocking traffic, laying siege to party and government offices, rioting and so on. These mass events not only influence the maritime sectors’daily execution of duty but also affect the establishment of "four features-oriented maritime administrative sector", damaging the image and credibility of the maritime organization.This essay uses case study, qualitative analysis, system analysis and other research methods, combining theory and practice research as well as integrating particularity and universality. It comes through and analyses the typical cases of previous mass events and at the same time carries out on-the-spot investigations on the typical cases in relevant departments. Combing with the maritime sector’s processing flow of maritime traffic accidents and mass events, analyses the accidents, finds out the links in the process which attracts mass events most. The study found it still has some problems in dealing with mass events caused by maritime accidents:one is absent or imperfect laws and regulations; Second, the prevention and handling mechanism is not sound, the third is that a perfect mass event handling process is still not establishing. Based on the theory of Social Conflict and Process Reengineering in the Public Management Study, in view of the existing problems in handling mass events caused by maritime accidents in China, this essay puts forward the prevent and respond countermeasures to the mass events:first is the perfect legal laws and regulations, and the second is to build the prevention and handling mechanism, finally the optimization countermeasures and processes, so as to effectively prevent and reduce the occurrence of mass events, to better the construction of a harmonious society.
