Research On The Crime Of Food And Drug Crime By The Public Security Organs In Dalian

In recent years, not only the number of food and drug crimes has increased dramatically, but also the criminal means have been upgraded. The criminal activities are more hidden. The illegal additives become even more difficult to detect. The ways of adding illegal substance are also more complex.In order to crack down on food and drugs crime, the Chinese first professional food and drug crime investigation detachment of police force was officially established in Liaoning Province in 2011. Subsequently, it has also set up the professional food and drug crime investigation detachments of the police in various provinces in the country. It has positive significances for food and drug safety issues of governance. However, in the fight against food and drug crime, we encountered many problems, which affect the crackdown. Therefore, to recognize the causes of these problems and to find the solution ideas is the way to create a safe environment of food and drug for Dalian public.This paper uses the public crisis management theory, the new public management theory and the public security management theory to systematic analysis present situations and problems of the public security organs of Dalian in cracking down on the food and drug crime. This paper finds out the causes of these problems, and puts forward the corresponding countermeasures by literature reading, field investigation and other methods. This paper is divided into six parts:The first part, describe the research background, research significance, and research status and research methods and these aspects of both in domestic and overseas.The second part, define the related concepts of food and drug crime and the use of the theoretical basis of this article.The third part, introduce and analyze the present situations, the measures, the problems and the causes of these problems of the public security organs of Dalian in cracking down on the food and drug crime.The fourth part, introduce the advanced experience to crack down on the crime of the food and drug in domestic and overseas.The fifth part, put forward the corresponding countermeasures and suggestions on the food and drug crime of public security organs of Dalian. From these six aspects: institutional settings, legal protection, system, coordination mechanism, information construction and personnel training, this paper puts forward the feasibility of countermeasures.
