Just as what is said by Dahl the research on regimes promotes the development of politics, comparative analysis for regimes is the guide of the civilization for human being’s social organizations. Basing on the policy process of spatial lawmaking theory, the veto players by George Tsebelis put forward a new standard of regimes classification based on the quantity of policy veto players and policy stability, breaking out the traditional classification of presidentialism and parliamentarism. Veto players takes the policy lawmaking action as starting point, makes partial veto players and institutional veto players as actors, focusing on policy stability and exploring the internal process and internal logic. Although ten years have saw veto players as the representation theory for the 3th discussion for presidentialism and parliamentarism, veto players is still ratified by academic left and its studies increases by each years. However, there are few papers on veto players in china in recent years. Based on an analysis for veto players theory’s studies by documentary research method, I hope to explain the origin, development and characteristics of veto players comprehensively and systematacially, promoting academic circle to learn latest theories.This thesis describes the panorama of veto players from an idea to a theory by the research order of origin, development, content and comment. This thesis consists of five chapters. The 1st chapter introduces the purpose, meaning and approaches of this thesis. The comment for veto player’s studies is mainly the content of the 2nd chapter. Firstly, stating the development process of veto players, secondly, commenting veto players studies at home and abroad from three aspects including policymaking, comparative political institutions and super-nation, then, introducing the present research situation of veto players at the mainland and Taiwan area, at last, evaluating the development process of veto players completely. The 3rd chapter focuses on veto power which is the origin of veto players’ theory, traces back the history process of veto thought and exploring the theoretical evolution of veto players. The 4th chapter states the current situation of veto players from its birth to the moment being and presents its key point and main ideas further. The author wishes to bring up his independent view on veto players’ strength and drawbacks by analyzing the related studies on veto players in quantity after summary. On one hand, its strength includes deepening dynamical approach, epistemology and methodology as well as spatial model analysis. Different from predecessors’ comment, the author proposes his own view from three aspects including lack of multiple veto players, misjudgments of veto players’ preference and its applicable range. At last, the author has a try to state the development trend of veto players with contributing to the further research for veto players.
