As is known, land is a very rare and precious natural resource, which is the foundation of the human survival and development, and the source of all human’s production and life. Since China’s reform and opening up, the land, with the rapid development of rapid economy, has been having increasingly greater impact on the national economic development. In practice, how to identify the property right of the land is getting more and more formidable. On the contrary, we have not organized and formulated the new standards for land right verification, and the old mediation mechanism on land ownership disputes are not accountable enough for their performance, therefore, cause a lot of disputes on the land ownership, resulting social instability and disharmony. Undoubtedly, It will have a positive effect on building a harmonious society and maintaining society stability for us how to carry out the effective management for land, how to properly handle the land ownership disputes, how to safeguard the benefit of the landowners and how to promote rational utilization of land. On the basis of the investigation and research on the present situations and reasons on the land ownership in Jinjiang city, the article will elaborate and illustrate the innovating theory on the new settlement and mediation mechanism on the land ownership, and offer some suggestions for settling the problems for land disputes, so it will also provide the underpinning for further improving the mediation mechanism on the land ownership disputes.The main results of this article are as below:(1) Based on the summary of the existed concepts, classifications and settlements on the land ownership disputes, the article introduces the various approaches to parse and highlight their pros and cons on the consultation process, administrative mediation and judicial decision(2) By analysis of the present situation on the land ownership disputes in Jinjiang city, the article point out the causes of the disputes mainly arise from the effectiveness of the land policy, the institutional deficiencies and the cadastre management turmoil in the course of the rapid economic evolution in Jinjiang city(3) The main task of the dissertation is also to study the evaluation of the latest innovations of the government working mechanism on the land ownership mediation in Jinjiang city from the information technology and the practice achievement in land management, and from the administrative efficiency in National Territory Petition & Mediation Service Center and Judicial Administration Office(4) In order to improve the mediation mechanism on the land ownership disputes, in particular, we ought to make in-depth exploration and study in the following aspects:1) To strength and improve the land legal system;2) To promote the information technology management;3)Establish a sound mechanism of modern cadastral archive management system;4)Practise the system of land registration and certificate issuance according to law as soon as possible. In all, we should improve the mechanisms for balancing interests, reporting on complaints, identifying and handling problems, and safeguarding the rights and interests of the people as soon as possible.
