| Under the condition of current household register system of our country, sustained and rapid development of the economic society and population flows have become increasingly frequent, resulting in the restriction of the accounts is less and less important to residents, then gave birth to a large number of population separating from the household register. The continued increasing of separation of registered and actual residences, not only increase the difficulty of the household registration management, but also slow down the pace of harmonious society, and have brought a series of problems to the society integrated service and management. To solve the problems, government should accelerate the reform of household registration system, innovate methods of population and social management, to realize the rational and orderly flow of population.This thesis combining the actual work, through literature analysis and case study method, study on the separation of registered and actual residences. The body part includes the following content:the first chapter introduces the background, describes the present situation of the domestic and international relevant problems, introduced the research content, research methods, innovation points, difficulties and inadequate research. The second chapter briefly discusses the definition of separation of registered and actual residence, meanwhile, defines the concepts in this article, and explains the theoretical significance and practical significance. The third chapter displays the current status of separation of registered and actual residence of Qingzhou city, specific "inverse city" phenomenon in the process of population floating in the small city, as well as analyzes the influence to separation of registered and actual residence of the system, the allocation of resources, the government management. The forth chapter, combined with the public security work, focuses on the impacts on the social comprehensive management, especially on the household registration management, increasing the social unstable factors, resulting in the population statistical data inaccurate, influencing government decision-making scientific and social public resources rational allocation, etc. The fifth chapter mainly seeks a way of resolving separation of registered and actual residence, the key method is reformation of current household registration system, but under this system condition, the innovation of population management and government service, and speeding up the reform process will be effective means to alleviate the separation of registered and actual residence problems. |
