Research On The Scientific Management Method Of Non Registered Population In Dalian

Along with the rapid development of social development,the national advocacy to improve the quality of the population has been verified,the growth rate of population growth is slowdown and the national legal system in the sound.But population management has not changed into an easy thing,no household registration personnel in the community is increasing,the resulting social problems also emerge in an endless stream.However,in order to meet the social development of this momentum,the popularity of population management knowledge,scientific implementation of the household registration system and the standardized management of the non-household population is the focus of this paper.No household population on the surface is who not get the proper access to the national registration of some people,there are many factors for the formation of no household population and the social harm is enormous.These people are usually referred to as "black".At present,there are many "black households",one billion and four hundred million of the country's population,tens of millions of unregistered accounts personnel,which is mainly the bounce account,especially in remote areas.As a famous tourist city,Dalian has more floating population and temporary population.This paper mainly focuses on the city of Dalian "black" phenomenon,and put forward a kind of information technology based on the "black households" management approach and the relevant incentive strategy.This paper studies the current situation of Dalian household registration management policy and the management of the population without household registration,at the same time we study the current Dalian no household registration management and entry account policy conditions.We use the methods of questionnaire investigation,literature review and comparison,the drawbacks and deficiencies of the household registration management and entry account in Dalian are verified.In order to solve the defect this paper puts forward the management methods and ideas of large data calculation based on the management of population without household registration.The core content of this paper is the active search or intelligent collection of Dalian non domicile personnel.We will search some special non household registration personnel and manage them.In the macro framework of the national household registration policy.By studying the key needs of non household population management we proposed subjection that Dalian municipal public security organs of the household registration department conducted a special non domicile personnel team building.We proposed system,encourage and assessment methods for this special team,and injected new perspectives and demonstration thinking for the management of Dalian non domicile population in the new era background.
