| Judicial Authentication is both an irreplaceable link in judicial activities and the key step to ensure judicial justice, which is also the powerful weapon for safeguarding the legitimate rights and interests of the people. As a professional field, it has determined that Judicial Authentication management is not only a common administration but also holds its uniqueness. The Fourth Plenary Session of the 18 th CPC Central Committee proposed the new requirements--improve and perfect the unitary and authoritative judicial authentication management system, which would require us in the new period to enhance the management level and innovative work ideas, thus promote overall the construction of standardization, legalization and rationalization for Judicial Authentication management. With the rapid economic development and increasing social conflicts, the needs for judicial authentication also increase during lawsuit and dispute-resolution, Jinan absolutely included. Therefore, it has great practical significance for improving its management to study the problems of Judicial authentication and put forward corresponding countermeasures.The paper concluded those problems including irrational employment structure, unscientific layout of accrediting agencies, nonuniform evaluation standards. etc.through the perspective of combing public management and law rooted in accrediting agencies and judicial expert interviews and combined the status analysis of nearly three years of Judicial authentication management in Jinan on the basis of a large study of relevant documents about Judicial authentication. The paper also put forward corresponding suggestions such as improve the unified management mechanism, strengthen management, strictly control barriers to entry to improve the efficiency of Judicial Authentication management in Jinan after analyzing the causes of those problems and drawing lessons from domestic and foreign Judicial Authentication. |
