| The CPC’s(the Communist Party of China) 3rd Plenary Session of Party’s 16 th National Central Comittee put forward the proposal of “Eastablishing & Improving the system of Punishment & Prevention of Corruption”. The system, anticipated to be in accord with The Socialist Market Economic System, emphasizes on the education, institution as well as the supervision. Then the “Program of Eastablishing & Improving the System of Punishment & Prevention of Corruption in the year from 2013 to 2017” came into existence at the 18 th CPC National Congress. Study of the construction of the Punishment & Prevention System of Corruption of grass roots has important theoretical value and immediate significance. Wujin District, laying at the Southern Jiangsu Province where is economically developed, is challenging with the corruption problems which are both generalized and typical. During the decades of the counter-corruption practice, Wujin District has set up the mechanism and system of the punishment & prevention of the corruption both normatively and effectively. Therefore, the research on the Wujin’s punishment & prevention system of the corruption may offer the helpful advice and suggestions to the counter-corruption cause nationwide. The paper has 6 parts. The 1st part is the introduction in which the background and meaning of seclecting this topic is described. The 2nd part analyses the connotation and characterization of the system. The 3rd part emphasizes on the problems during the construction of the China’s punishment & prevention system of the corruption and why these problems came into being. The 4th part analyses Wujin’s practice carefully. The 5th part studies on the successful foreign cases and policies at the issue of counter-corruption. The last past brings out some hepful countermeasures such as the enhancing the publicity & education, investigation and punishing the corruption cases, improving the counter-corruption mechanism and system. |
