A former superpower collapsed in just six years. Political and economic change happened simultaneously, so that the USSR and Russia’s transformation turned into a typical case. Among several influence factors, this paper selected political choice under the condition of incomplete information as a research perspective. In the transformation process, is the result destined to democracy? Unbalanced stucture leads to steady, yet does the force level always seem to be visiable? Under conditions of incomplete information, does more information mean really better?In this paper, comparative method, qualitative research methods, case study method are used. This article use the analytical framework of game theory to analyze how the incomplete information impact the political actors in democratization process. We discuss the various political actors preferences and behavior in the democratic transformation process under the condition of incomplete information, and the process of political capicity and information changes in the process as well.It makes political actors preferences become a judgement, which affect the actions of various political actors, making the game model of the optimal solution becomes difficult to achieve. When the political capacity failed to cope with the message, political actors often read the inaccurate facts. In this situation, the result may be the worse if the information is more. Incomplete information makes force level blind, thus political actors make disicion with their own judgment of force, which leads consult to conflict instead of negotiation.In the case of USSR and Russia, the political actors misunderstood others under the condition of incomplete information,and led the transation suffering polarization, confrontation and super-presidential system defects. Firstly, the conditions of incomplete information made autonomy organizations gained political mobilization space, while Liberals’preference for self-organization judgment went wrong. Facing to an increasingly turbulent street, liberalization went to translation. Secondly, the parties with incomplete information made unfaithful judgement in their own resources and citizens’preferences, which led the Soviet political spectrum to polarization. Due to self-confident in controlling the situation, a confrontation occured finally. Once again, but with the controversial issue narrow, well-defined power structure and coordination of information and political mechanisms, as well as clear balance of power, making the constitution subsisting down, Russian politics entered the orderly track.Under conditions of incomplete information, the amount of information is a relative concept. In the USSR-Russia case, the information went from a little less to more,while the political capacity experienced from low to high. When the information beyond the political capacity, the transition facing difficulties; when political capacity rising, and information to reduce, negotiations become easier.
