Research On The Japan’s New Electoral System

Electoral is the core of the democratic politics.The research on the electoral and its reformation has always been one of the core content in political science.In 1990 s,the reformation of electoral system was focus on the strong efforts,the wild range and the deep impact,which attracted the world’s attention.From the cabinet zhuxia ’s political reformation,after yuye,haibu,gongze,xichuan,yutian and the cabinet cunshan, to the new electoral system born in Dec. 1994.The new system implemented in 1996,and went through one decade revising and improving.The new electoral system has lead Japanese electoral to the new electoral form which is at the center of political party and at the standard of policy.The faction politics has lost its intrinsic foundation gradually,and the more important point is that the new electoral system exerts the unique advantage of the mixed ownership.At the year of 2009, the house of Representatives achieved the alternation of the regime.And came out the situation of obstruction between two political parties.But the contradiction brought by the system itself can not be solved effectually.A mount of troubles were waiting a solution, such as the imbalance of the votes and the seats,the low turnout,the increase of die ticket,the repeat candidate and the power inequality of parties.The writing goal is to acknowledge Japanese electoral system,political party politics and the nature of political party system.From this point,I give an ensemble analysis of the new electoral system and point the development tendency of the Japanese politics. For the reason of realizing the writing purpose,this article lists amount of data by analyzing all previous elections of the house of Representatives of Japan in 1996,on which basics completes the article frame design.First part of the article is the elaboration about the concept related to the electoral system and the changing process of the electoral system;the second part is about the detailed analysis of new electoral system,which includes its producing motivation and characters and the working situation in recent ten years;the third part is about the analysis of Japanese new electoral system,which includes the reflection to the politic, political party and the flaws exposed through the new electoral system operation.
