Scientific Research On The Internal Elections Of The Communist Party Of China

The Scientificalization of inner-party election of CPC is the hallmark of the optimization of the democracy quality within the party. The process of the Scientificalization of inner-party election of CPC makes the inner-party electoral concept more open, the inner-party electoral system more democratic, and the inner-party electoral procedures more reasonable. The Scientificalization of inner-party election plays a positive role in keeping the public well-informed of the regularity of elections, meeting the demand for participating in the inner-party election and enhancing the psychological identification with inner-party election. With continuous profound changes of the whole world, China and CPC, propelling the scientificalization of inner-party election can improve the administrative ability of CPC effectively. And it is also the inevitable choice of the CPC to build the party at a more scientific level.There are three parts in this dissertation: introduction, main body and conclusion. The introduction part firstly clarifies the research background and significance of this topic, reviews the current research home and abroad. As well as generalizes the content and originality of the topic, it also introduces the research design and methods, which include unity of theory and practice, consistence of history and logic. Comparative research and empirical study methods are also mainly used in this dissertation.In the main body part, the dissertation focuses on the organic combination of inner-party electoral concept, inner-arty electoral system and inner-party electoral procedure, which goes through the scientificalization of inner-party election of CPC. Firstly, the dissertation presents general theories of the scientificalization of inner-party election. Then, from a horizontal angle,it shows the comparative study on the theory and practice of Marxism party inner-party election.Third, from a longitudinal angle, it illustrates the historical development of the scientificalization of inner-party election in CPC. After that, it analyses the problems in the scientificalization of inner-party election of CPC. Finally, it constructs the reform path to the scientificalization of inner-party election of CPC. There are five chapters to present these ideas.Chapter one presents general concepts of inner-party election of CPC. It mainly starts with the relation between inner-party election and identity of governance by CPC, analyzing the connotation, formation mechanism and political function of the scientificalization of inner-party election. It makes theoretical arguments about evaluation standard for the scientificalization of inner-party election of CPC.Chapter two firstly examines related theories about inner-party election proposed by Marxist classic writers. And then, with the fission of inner-party election of the Communist Party of the Soviet Union as a negative example and the innovation of inner-party election in the Communist Party of Vietnam as an active example, argues that for CPC, the scientificalization of inner-partyelection should be theoretically innovated on inner-party electoral concept and pay more attention to construction and implement of inner-party electoral system. Meanwhile, the scientificalization of inner-party election must be based on unity in the party.Chapter three reviews the development history of the inner-party election of CPC in details, revealing that the scientificalization of inner-party election is a gradual and long-lasting process. Combined with China's unique political environment, it investigates and analyses innovations of inner-party election at different levels, ranging from the village party branch,the township party committee, to the county party committee and the Central Committee of the Party. It states that since the Sixteenth National Congress of CPC, the competitive election has become a main success of the scientificalization of inner-party election.Chapter four focuses on the imperfections of the scientificalization of inner-party election of CPC, which mainly are deficiency in theoretical originality, lack of systemic regulation of the inner-party election, and overemphasis on the controlling role of the party organization. The dissertation indicates that such factors as traditional culture, institutionalization, inner-party election democracy and the deviation of the democratic centralism have great influence over the scientificalization of inner-party election of CPC.Chapter five demonstrates the reform strategy of the scientificalization of inner-party election of CPC. The precondition for inner-party election reform is to create proper social environment for the scientificalization of inner-party election.Combing the up-down and down-up model with a basis on the “top-level design” principle is the macro-level path for the scientificalization of inner-party election reform. The reform at the medium level is to construct a systematic framework of rules and regulations for the scientificalization of inner-party election. And finally, the reform operating at the micro level is to perfect the specific measures of the scientificalization of inner-party election.In the closing section, this dissertation comes to the following conclusions: The Scientificalization of inner-party election of CPC is the great historical mission of the Chinese Communist Party bestowed by this special era; The Scientificalization of inner-party election of CPC also needs endless exploration in the future; There are still problems which cannot be avoided in the process of the Scientificalization of inner-party election of CPC. But as long as the Chinese Communist Party members are devoted to the inner-party election courageously, the scientificalization of inner-party election will be constructed from theory into political reality.
