The goal of China’s administrative reform is to build a service-oriented government. The disclosure of government information is not only the inevitable requirement of building a service-oriented government, but also an important embodiment of the governance mode in a service-oriented government. Shanghai always takes the lead in the work of government information disclosure, and attracts the attention of scholars and researchers. As a pioneer and leader in whole nation, the portal sites of Shanghai has been the focus of attentions in the industry, and been regarded as the template of the government official website in the future. With the development of new media technology, the official weibo and wechat of Shanghai government appear successively and quickly draw the public’s attention. They have been an important bridge between the government and the public. The website, weibo, and wechat have different characteristics and effects.In this paper, through the study in the annual reports of Shanghai government information disclosure from 2004 to 2012, we can get the evolution process of the forms and channels of Shanghai government information disclosure, influenced by the media environment. Through the observation and the practice, we can get the similarities and differences between the three platforms in their contents, forms and managements, find out the existing problems, and put forward opinions and suggestions.
