Analysis Of China’s Militia System Integrated Development Path

As a traditional military system, China’s militia system was set up under the guidance of Mao Zedong’s thought about people’s war and has greatly improved with the development of history. The militia force has grown from scratch and developed from a small into a strong reserve force and played a significant role in the defence and economic construction. However, along with the continuous development of science and technology, the undertaking of new military reform as well as the constant deepening of china’s market economy construction, China’s militia system is facing new challenges and opportunities. Such problem as incompatibility with local wars under the condition of modernization, with the historical mission of the reserve force in the new era, with the socialist market economic system and with china’s urbanization development process have become increasingly prominent. In order the effectively resolve the four incompatibility problem, comprehensive analysis has been made about the characteristics of militia building under the condition of modernization. Conclusion could be drawn from the trends of reserve force construction all over the world that the integrated development path should be the preferred path for the development of China’s militia system.The research on the integration of militia system could be done on multiple levels. The paper attempts to make an in-depth analysis of the historical background, development process, current organization mechanism and problems concerning China’s militia system from the perspectives of historical culture, politics, sociology and system with the combination of theoretical and practical studies, history and reality as well as international and domestic studies. This paper proposes the integrated development path of China’s militia system under the condition of modernization with the acceleration of urbanization and the expansion of militia functions, with a view to improving the overall quality of China’s militia construction and meeting the dual needs of market and battlefield.Firstly, the paper recalls the glorious origin and development of China’s militia, makes an analysis of the background, practice and characteristics of China’s militia system from the three periods of generation, formation and development and sorts out the tendency of militia construction development--from the combination of militia and civilians to the integration of militia and civilians. Secondly, the paper makes an in-depth analysis of the structure mechanism and the problems generated based on the practical problems such as the unsmooth mechanism and structure of militia system and the ineffective performance of the militia force. Thirdly, through data and case studies, the paper summarizes the reserve integation building characteristics of foreign countries represented by the United States, Russia, and Japan by use of a list which illustrates the comparison of the advantages and disadvantages of foreign and domestic militia reserve systems, focusing on the analysis of the experience and practice of the foreign miliitia reserve in the aspects of size and structure, command structure, training management, reserves and integrated security functions. Finally, drawing on the experience and foreign militia and reserve system construction practices, the paper attempts to explore the integration development path of contemporary China’s militia system construction, namely the scientific construction of the new configuration of the integrated organization under the condition of modernization, strive to achieve the full integration of the militia building, and take measures to focus on strengthening the urban militia converged construction. It aims to achieve the win-win situation in terms of defense and socio-economic development along the new path of militia building out of small investment but with high efficiency.
