| Abstract:based on literature review and formal institution investigation, this thesis summarizes how the Legislative Council of Hong Kong Special Administration Region and its members used the question right during 1998 to 2012 both qualitatively and quantitatively. Besides, the author also tries to give explanations about why question rights, which often appear in countries with responsibility cabinet, can emerge and be used frequently in Hong Kong. |
