There are some disputes and disagreements to the geographical constituencies elections and the functional constituencies in the electoral process.First, there is no statutory election threshold for direct regional elections.Secondly,in the election process of functional constituencies, there are still election methods such as corporate votes and group votes that violate universal suffrage requirements. The criteria for division of functional constituencies are not uniform, and the ability of members to participate in political elections is not as good as the problem of Members who are directly elected in the region. Therefore, before looking for a way to improve the procedures for the election of the Legislative Council, this paper analyzes the causes of the existing problems in the electoral process from the perspectives of history, reality, and law.The next part puts forward some strategies for improving the electoral process. In terms of direct geographical elections, the establishment of a statutory threshold for elections can effectively and directly alleviate the "fragmentation" of political parties in Hong Kong. The drawbacks of functional constituency elections can be improved by clarifying the divisional standards and making timely adjustments, canceling or revising the "company votes"and other election methods that are indeed inconsistent with universal fairness, and promoting full-time legislators.
