In the Internet age, big data applications and the popularity of cloud computing, cloud service make us to understand the personal information in the traditional sense covering content can’t adapt to the new trend and new requirements, of the standing committee of the National People’s Congress in 2012 published "decision on strengthening the network information security" for the first time put forward the protection of "citizens’ personal electronic information" and also explains the content of network information society for the protection of personal information has changed and put forward new requirements.Based on in the Internet environment to discuss the basic content of "citizens’ personal electronic information" as well as to the traditional legal definition on personal information; and analysis its background of the age of the Internet in the civil law protection of citizens personal electronic information and corresponding information user’s right to regulate, by examining countries outside the relevant information and references to seek suitable for our country about electronic information in the field of private law to protect citizens’ personal path and mode choice. And also discussed the deficiency intheprotection of the citizens’ personal electronic information on the “decision”.This article is divided into introduction, body, conclusion three parts.In the introduction part: introduced the paper selected topic background and the trend of current attention to it, and points out that in the traditional sense of the personal information can’t cover the Internet under the background of electronic information. So in the Internet environment to explore the protection of citizens’ personal electronic information has its necessity.
