Currently, there exists a deficiency in management and supervising in related fields of higher education institutes. During the works of public prosecution in our nation, law offices have not achieved its power of inspection relates to higher education institutes. More importantly, it does not construct a “cooperation of law office and university”duty criminal prevention system to keep managers’ actions in bound and hence to prevent potential crimes. It’s predictable that the implementation of such system could adjust universities’ management architecture and model better, and eventually archive the modern university system in the whole nation.So far some universities in the country have initialized certain tentativecooperation with law offices to build a duty criminal prevention system which must suit such institute itself. They attempt to leverage introducing judicial supervision into university management system to archive prevention and punishment of duty crimes. Firstly, by combining the excellent management experience and model of modern university with the deployment and implementation of inspection and supervision in higher education institutes, the author draws the conclusion that a further improvement in building the supervision system without any blind angle could only archived by constantly enhancingthe control, check and balance of management power of university. Secondly, by strongly create all kinds of management institutions, the “don’t want to corrupt, don’tdare to corrupt, don’t access to corrupt” could be a reality among managers. Such methods can not only create a better and cleaner environment for the university but also put the wielding and execution of power under the supervision and regulars, and moreover it would be a fine basement for modern university system in our nation.
