In this paper,by collecting domestic and foreign literature about the government crisis decision-making, public crisis information management, government crisis decision-making mechanism and other related topics, make the summary analysis on current research government crisis information management. The study on the crisis decision-making information system is not yet complete and research on information linkage mechanism is not comprehensive.Researching on impactful crisis information linkage mechanism in U.S and Japan, draw a conclusion that the role of information in decision-making is important.Explore how to build our government crisis decision-making information linkage mechanism from the view of information mechanism.By discussing the government crisis management mechanism and optimization of information, analyze the relationship and synergy faction between each information mechanism in government crisis decision-making.Build the linkage system model by analyzing the process of the information linkage and divide the system into six subsystems and then make clear the action of each subsystem in entire information linkage system. Finally,find the solutions to improve information linkage mechanism of crisis decision-making such as by optimizing the organization,promulgating policies and regulations,training the public response capacity with crisis, supporting information system and technology and so on.Improve information linkage mechanism of crisis decision-making and multi-agent,multi-mode, multi-level government crisis decision ability and level.
