Research On Public Crisis Information Management Model Oriented Crisis Decision-making

Along with a variety of uncertain factors of the natural environment and social environment continues increasing, the world is entering an unprecedented peak of crisis explosion. All countries of the world are facing the challenge of dealing with all kinds of public crisis. Crisis decision-making is the core of the crisis management. It determines the efficiency of crisis management. And public crisis information is the core element of the government's public crisis decision. The quality of crisis information determines more scientific and rational decisions. Building a scientific and rational model of public crisis information management is not only conducive to enhancing capabilities of government's public crisis management, but also help to avoid crisis or reduce the occurrence losses of public crisis.China has entered into the development stage of practice and theory research of the public crisis management. The Government's ability of managing public crisis has being improved; also it has increased emphasis on the management of public crisis information. However, our government's information management of public crisis has being centered on reporting and releasing crisis information. We haven't cleared the fundamental purpose of public crisis information management to support government's public crisis decision-making. We haven't managed the information of every stage, and not yet use advanced information management technology during the course of crisis management. So it is necessary to establish a public crisis information management model oriented government's crisis decision-making. The model can provide scientific support for crisis decision.This paper analyzes the characteristics of public crisis information, the needs of government's crisis decision-making, our current situation of managing crisis information and influencing factors. It bases on the theory of crisis management, information management theory and decision theory. And the use advanced information management technology. Then it builds a three stages model which orients the government crisis decision-making of crisis information management. This model will provide accurate bases for government crisis decision. It provides comprehensive, systematic and regular information support for the government managing public crisis. The content of this paper mainly includes the following:(1) This paper first illustrates crisis management theory, information management theory and decision theory. Then it defines the concept of public crisis, crisis decision-making and public crisis information management, which are all related to it. And it analyzes the principle of information management and supporting decision-making theory.(2) It compares the model of public crisis information management of New York, Tokyo, Moscow with Shanghai and Urumqi, and summed up the differences and similarities between domestic and international. It analyzes the effectiveness and inadequate in managing public crisis information. From the government point of view, it summarizes the endogenous factors of crisis information management, which include governmental organizations, institutions and mechanisms, manager's literacy levels and crisis knowledge. And the exogenous factors include economic development level, natural environment, history, culture, crisis property, information nature and stakeholders. And it analyses the relationship between these factors and crisis information management.(3) It deeply analyzes the main elements of construction the model of public crisis information. It takes the life-cycle theory of public crisis, information flow management and decision support theory as its foundation. These elements also include the institutional and organizational system of government, the four mechanisms of public crisis information management, the involved subjects, and the main information management technologies. And it analyzes each element in details.(4) From the crisis of decision-making needs, this paper analyzes the objectives and principles of the construction of public crisis information management. It uses advanced information management technologies, such as data mining, government information resource planning and knowledge management, to construct the three stages of public crisis information management model oriented government decision-making. Then it analyzes each stage of the model. It discusses the security systems which indemnify the normal operation of the model.(5) It establishes the evaluation indicators system of public crisis information management from the capacity and effectiveness of public crisis information management. Finally, it takes the 2010 earthquake in yushu of Qinghai Province as an example, analyzes the insufficiency of public crisis information, and it make the earthquake information management model vision.At present, there is large difference between cities and cities and between urban and rural in public crisis management information levels. They have not formed a mature model. Public crisis information management model is a relatively new building area. The theoretical research and practice of public crisis management t are still in the preliminary exploration stage. In this paper, it provides a new idea of building which orients. Construction public crisis information model oriented government's crisis decision-making, can not only for explore government crisis information management theory, but also fit the modern and scientific development of public crisis information management.
