Through the research of co-governance of customs and NGOs, this thesis discussed the role of NGOs playing in the public affair management and their interactions with government, followed by the corresponding countermeasures and proposals to the development of the NGOs generalized from case studies.Firstly, this thesis argued that various social and governance demands resulted in the NGOs’involvement in the customs administration. These demands included the diversification of appeals of social organizations, the diversity of customs administration bodies, the construction of service-oriented customs, as well as the requirement of higher efficiency of customs service and strengthened exterior supervision. Currently, the transformation of the customs functions, transparent government construction and inadequate professional groups also provided the possibilities for the NGOs’ involvement in customs administrations.Secondly, this thesis explored the importance of the NGOs in the public affairs management on the basis of case studies of those involved in Xiamen Customs administrations. Three societies, Xiamen Customs Society, Customs Clearance Society and Statistics Society, played an important role in customs administrations by means of enhancing both customs’ internal and external communications, advancing customs theoretical construction, and accelerating the transformation of theoretical results through engaged in policy making, carrying out non-core operations of Xiamen Customs, and building the connection between customs and economic entities.Lastly, this thesis identified the inadequacies of the NGOs in their involvement in customs administrations, such as over-dependence on government, and the insufficient authorization from government. To facilitate the quick and healthy development of NGOs, the thesis argued that government agencies including customs should speed up transformation of government function and public institutions reform, create a favorable legal environment and help the NGOs to improve their operation and management.
