Research About The Cooperative Governance Of Government And Social Organizations In Social Management:from The Perspective Of Performance

With a gradually modernized society,the government has found it difficult to solely execute the fundamental function,managing the society.This results in the inevitable cooperation between the government and social organizations.As the Chinese economic and administrative reform have been constantly boosted and innovated,the rapid development of civil social organizations enables themselves to play an increasingly essential role in social management.Undoubtedly,not only has cooperation between the government and social organizations become vital in the current status quo,beyond government management,the cooperative governance also has been redefined as multi-subject "cross-over management".In the context of booming cooperative govermance,the issue of performance between government and social organizations starts to attract academic attention,representing the main exploration in this research.This research is mainly consisted of four aspects:(1)By theoretically constructing the model of social management,reveal the status and function of cooperative governance in modern social management.(2)By analyzing and verifying how social organizations promote social functions in administrative performance,provide theoretical and practical basis for social organizations participation in cooperative governance.(3)By analyzing the performance connotation,structural dimension and formation mechanism in cooperative governance,explore the evaluation system,target and execution of cooperative governance between government and social organizations.(4)By analyzing and verifying performance influencing factors in cooperative governance,advise on improvement of cooperative govermance performance.This research includes techniques of documents research,normative research,empirical study and case study.The main conclusions are as follows:Firsts from the perspective of state and society,social managements can be described as dominating,managing,administrating and self-governing,which constructs the continuum of soc.ial management models.Cooperative governance is the inevitable choice of the modem society,which is diversified,informationized,globalized,complicated and risky.From the perspective of creating and realizing public value,cooperative governance,the constant interaction between government and society,assist direct expression of public value demand and reduce lost of public value.The value that the public needs is embraced in the cooperative governance,which includes diversity,participation,trust,equality and sharing.Not only can cooperative governance network that are based on trust reduce managing cost,it can also increase the productivity of public value.Thus,cooperative governance is a social management model that can fully implement public value.Second,in strengthening the social management performance,social organizations matter in four aspects,including providing public service,promoting social justice,realizing social integrity and solving social conflict.In order to verify,this research refers to the previous work of Robert D.Putnam in Italy and United States,aiming to study about the correlations between social organization development and crime controlling in three provinces with different economic development.The research indicates that with the same economy,the negative correlation between social organization quantity and the crime rate proves the unique function of social organizations in crime controlling.Therefore,the cooperation between government and social organizations can sufficiently improves social management.Third,cooperative governance performance neither belongs to government nor to social organizations.It is the general concept which includes the effectiveness,efficiency and achievement accomplished by mutual efforts,which are evaluated through mutual and separated targets.Based on the logical order of organizational cooperation,cooperative governance performance includes four performance dimensions,cooperative investment,cooperative management,cooperative output and cooperative result.Unlike government performance evaluation,cooperative governance is unique on evaluation contents,indicator system,judging structure and execution,which cannot be simply replaced.Hereby,this research contains a performance evaluation set of 38 indicators for cooperative governance.The case study shows that cooperative governance can enhance performance,but the current performance evaluation is not considered as the real cooperative governance evaluation.The prerequisites can only be fulfilled after government behavior and cooperation process are included into consideration,evaluation indicators-system are scientifically designed,and evaluation is conducted by the third independent agency.Fourth,theoretical and empirical research concentrating on how cooperative model,relationship,behaviors and other sub-dimensions influence cooperative performance discovered that they all have significant effects.Sub-dimensions of cooperative model/complementarities and substitutions,sub-dimensions of cooperative correlations/trust and fairness level,sub-dimensions of cooperative behaviors/strategy and communication all have appreciable impacts,especially substitutions and strategy.This illustrates the possibility of better cooperative performance if substitutions are implemented and strategies are applied by government and social organizations.The deficiency of this research will drive further studies to have more and deeper analysis on the characteristics of cooperative governance performance;empirical selection and fairness/effectiveness test on evaluation system of cooperative governance performance in order to be applied in practice;enhancement research on cooperative governance in practice in order to obtain more samples and date for a more comprehensive research.
