Humble Opinion For China ’ S Anti-terrorism Legislation

In today’s world, peace and development are the themes. Although most of the parts of the world’s peace and security, there is still a war, but the local area and like drug crimes against humanity, crime against humanity is still there. Today, as the United States the outbreak of the 911 event, global terrorism crime is rising year by year, and we have blowout rising trend in recent years. By 2013, the global total of 455000 people died in terrorist attacks. Terrorism to the global peace and development, has posed a threat that should be promoted to look at to identify with core crimes such as drug crimes. In view of this, the United Nations as a global peace development agency. Since its inception, has been committed to the terrorism crime, and developed the resolutions and anti-terrorism statement, to date, on a global scale, formulated the article 13 of anti-terrorism, international convention and is committed to pass a comprehensive global anti-terrorism convention, to prevent and combat global terrorism., including the United States, Russia, Japan, Germany, Canada and other countries, and developed the country’s anti-terrorism laws. Our country as a developing country, terrorist incidents in recent years has been occurred, greatly affect the stability of the country, the life of the people. More hindered the process of country peaceful rise. In view of this, an anti-terrorism law of our country, belongs to the public. In 2014, the 12th session of the 11th meeting of the standing committee of the National People’s Congress, the draft law of our country for the first time for consideration. This let everybody see the reach of our country’s anti-terrorism laws.This article is divided into three parts:The first part introduces the overview of the terrorism crime, specifically at home and abroad on the definition of terrorism, and the classification of "terrorism" is introduced, and the terrorism crime have a brief knowledge and understanding, for after the article further expounds laid a solid foundation.The second part is mainly to background research of anti-terrorism legislation in our country, including the background of international law and domestic law background, legislative background knowledge helps legislative activities, understanding, and the domestic law legislation background but also deeply analyzed the terrorism in China’s religious, ethnic and cultural causes, provides conditions for the solution of the problem. The anti-terrorism legislation background at home and abroad is not divided each other, but has a deep connection, so this part then on the relationship between the legislative background at home and abroad are discussed in this paper.The third part is the key part of the full text, this paper analyzes the present situation, the anti-terrorism legislation in our country mainly in the anti-terrorism law of the People’s Republic of China (draft) for perspective, analyzes the anti-terrorism legislation of our country’s latest progress and deficiency, in particular, the anti-terrorism legislation, its itself is a big step forward of anti-terrorist activities in our country, its advantages and breakthrough point far more than its disadvantages. Although finally failed to pass, but it is definitely a landmark. Finally, this paper on the basis of the combination of full text puts forward some Suggestions to perfect to the anti-terrorism legislation of our country.
