Financial markets as an important part of socialist market economy, cannot leave the guidance and ensure the rule of law. The healthy and orderly development of private financing, more from the rule of law norms and guidance. the private financing is easy to use its own advantages, not only for capital owners to provide a wide range of investment channels, as well as capital demanders provides powerful guarantee. To a certain extent solved the private abundant funds and the contradiction between the limited investment channels, for the sustained and rapid development of our social economy made great contribution. At the same time by the negative effects between financing and an accompanying widening, the various illegal financing activities is harmful to the society. Therefore, studying how to through the guidance of laws and regulations to regulate private financing activities.
