This thesis mainly from the Sui and Tang Dynasties Department of Chancellery’s institutions equipped, staffing and scope perspective, combined with different historical period of the social reality compared, in order to show the Sui and Tang Dynasties in different periods the Chancellery official authority change, and reveals the reasons behind the change of history, to explore the relationship of the Department of Chancellery between theoretical control status and actual authority.
