“Emergency is throughout the world and once it happens, solutions will beavailable.” There is a statement in Chinese ancient Book of Changes that to be mindfulof possible danger in times of peace, perishing in times of survival and turbulence intimes of stability. Various disasters occur frequently and cause in panic, loss of livesand property, which last long, wide spread and damage seriously, leaving afar-reaching scar for evolution and transition of society. As an important member whois on the way of globalization process, China will be certainly faced with thechallenges of emergencies. In addition, rapid economic expansion and violent socialtransformation have actually further complicated the response to emergency. As thecore of emergency disposal, orderliness or not of command mode will directly bring inthe success or failure of the disposal and even affect the overall situation. Therefore, itis necessary to adopt a pragmatic and prudent attitude to make a study on operationmechanism, structure design and mode of mechanism of command system towardsemergencies and come up with an orderly countermeasure which is of both innovationand practicability.The current emergency command mode of our country is lack of three-dimensionaland intensive effectiveness and standardization and informationization are laggingbehind seriously. Therefore, on the basis of theory with practice, literature search, fieldresearch and comparative analysis, this thesis emphasizes on the research oforderliness of command mode by combining the sociological theory of crisis management, diplomacy, flattening theory of management, cutting principle inindustrial areas and police command theory, trying to find out the command modebeseeming the condition of China.
