Emergency command ability plays a huge role in protecting public safety and reducingproperty damage. Information communication is one important factor that affects it. It hassignificance for studying the information communication of emergency command toimprove emergency command efficiency and for futher to protect public safety better.This article established the emergency command mode appling to different event sceneand and fully operational emergency command information communication static modeincluding three elements of communication subject, communication content,communication channels. In order to meet the communication needs of different scenarios,further analysis of the communication mode has been done under the two scenarios of thelife cycle for a single event and the chain of events for several events.The emergency command information communication system (ECICS) is clearly asocial communication system, thinking simply in the view of information science ormanagement science will inevitably lead to incompleteness. The social nature of theemergency command information communication system determines its interdisciplinarynature, it is comprehensive and scentific to study this issue based on a multidisciplinarybasis. In addition, ECICS is a communication system in particular and diverse scenes.Scenario analysis method applied to the emergency management research illustrates thispoint. Thus it can not be an imaginary common macro or micro scene where the mode ofcommunication discussed, for this kind of scene is obviously too general. Therefore, it isnecessary to distinguish the type, grade, as well as the evolution of public emergenciesfirstly and then analyze the command mode and requirements of informationcommunication in a variety of scenarios. The emergency command mode of informationcommunication proposed on such a baisis could be practical with the theoretical value.
