Construction Of The Local Government Environmental Policy Rationality

Environmental problems are caused by the combined effects of various factors.They are involves in closely related to human activities,such as land, water, atmosphere and even social relations, culture and other issues. Accordingly, the main difficulty of constructing rational environmental policy process is how to effectively integrate the various related factors. Reflected in practice, how can a local government in geopolitical, religious and other relationships and more complicated situations to develop a more comprehensive and reasonable environmental policy is a big problem to Chinese local governments. Therefore, the paper argues that in order to systematically grasp the effects of various factors and their mechanism in smooth implementation of a good environmental policy in the environmental decision-making, it should establish a framework to assess the ability factor before get help from the appropriate theoretical tools.This paper tries to draw lessons from western theory of "Advocacy Coalition Framework" and teases out the system variables and factors influencing the rationality of a policy. Thus building an framework that can capable and effective to judge and grasp the reasonableness of Chinese local policy. This is not only abundant in theoretical analysis of Chinese policy, but also provided a new reference and interpretation to the Western policy process theory. The paper try to use the constructed model to analyze the rationality problems in the policy case. By the point and the surface to find out the causes of the insufficient rationality in the case policy process. The paper was based on the Western initiative union framework to analyze the reasons of local policy lack of legitimacy, combined with the typical local policies case in recent years to discuss, so as to propose some appropriate countermeasures.
