Research On Conflicts Of Interest In The Implementation Of Local Government Environmental Policies

Policy implementation is an integral part of the overall decision-making process,as policy implementation involves the ultimate realization of the decision-making objectives.As an important executive body of policy implementation,local governments are crucial to the realization of policy objectives.Therefore,studying the conflict of interest of local governments in the process of environmental policy implementation has important theoretical and practical significance for effective management of environmental pollution.At present,the research on the implementation of local government environmental policy mostly stays at the macro level of policy implementation research and lacks in-depth analysis of specific local government environmental policy conflicts of interest research,so it is necessary to solve problems in the implementation of existing local government environmental policies.On the basis of the research,the problems in the implementation of local government environmental policy are specifically identified as conflicts of interest.Among them,this paper first defines the relevant stakeholders of local government in the implementation of environmental policy,and subdivides the relevant interest subjects into executive subjects and execution targets.It is divided into four relevant stakeholders: the central government,local governments,industrial enterprises,and the public.Secondly,it discusses the different interests appeals of various stakeholders in the face of local government environmental policy implementation,and then analyzes the conflicts of interest between local governments and other stakeholders and different stakeholder's claims,thus constructing local governments.The basic normative framework for conflicts of interest in the implementation of environmental policies.The problem theory in the implementation of local government environmental policy with interest conflict as the analysis center can be used to examine the current status of local government environmental policy implementation.Through the theory and the research method combined with the specific case analysis of the L city shut down SMEs.It is verified that the conflict of interest arising from the implementation of local government environmental government is affected by multiple factors from various stakeholders,and it is a conflict process between multiple entities based on different value standards and interest demands.Therefore,optimize the interests of all parties involved in conflicts of interest in the implementation of environmental policies,and then build a coordination mechanism for interest communication in the implementation of environmental policies.
