The “Agricultural Insurance Regulations” which is enacted in2012make peopleexcited in a certain extend, but it still cannot solve the problem of poverty of farmers’financial rights. Farmers loan difficult, agricultural insurance is not perfect andfarmers’ financial cooperation rights are restricted. The fact of the farmers’ financialrights which is impoverished is very important. To protect the farmers’ financial rightsfrom the law and perfect the rural financial law system are imminent.This thesis will start from the definition of the farmers’ financial rights, analysisits connotation, nature,and then discus the current situation of farmers’ financial rights,analysis the performance of poverty of agricultural insurance rights, loan rights bydata and financial cooperation rights by articles of law, summarize the causes andconsequence of the poverty of farmers’ financial rights in our country. At last,propound the suggestions about how to protect farmers’ financial rights.The thesis consists of introduction, text and conclusion. And the text is dividedinto three parts.The introduction introduces the background, the study value,the structure,themethods and innovations of this thesis. In addition, it focus on the academic researchabout the farmers’ financial rights.The first part is the basic analysis of the farmers’ financial rights. First of all,introduce the concept of the farmers’ financial rights in academia, then propoundunderstanding of the concept of farmers’ financial rights. From the farmers urgentlyneed to address current problems,the farmers’ financial rights has three areas in thethesis, and analysis the contents of farmers’ financial rights briefly. Lastly, discus thenature of farmers’ financial rights.The second part is that through the analysis of farmers’ financial rights at present,and reach a decision about farmers’ financial rights which are impoverished. On thebasis of the three aspects of the farmers’ financial rights, analysis the performance ofits poverty. From the angle of the micro, meso and macro,mainly analyzes the reasonsof farmers’ financial rights poverty, and discus the affections of this poverty offarmers’ financial rights.The third part is very important in the thesis. It based on the analysis results ofthe two previous parts and from the legal view, proposed the countermeasures to protect the farmers’ financial rights.It has five aspects: allocate financial resource’standard is material equality,establish inclusive rural financial service system,improve the mechanism of rural credit guarantee and financial legal system, increasefarmers’ awareness of their rights.The conclusion is the last part of the thesis. It consists the main research and theproblems which need further research.
