As an important civil right, freedom of speech is a combination of political freedom, personalfreedom and spiritual freedom. Not only does it guarantee the citizens in exercising their right offreedom and other rights, it’s the constituent element of democracy as well. However, with theemergence of network, citizens’ right of expression, which is an important constitutional right, alsoleads to more problems when facilitating people to express more freely. Therefore, it is extremelyimportant and urgent to build and improve the institutional mechanism that protects the right ofnetwork expression.Combined with the ideology of Marxist freedom of thought and civil liberties, this paperdiscusses the controversy on anonymous and real-name issue through analysis on the currentsituation and existing problems in network express right. Then, the existence value of Internetexpress right is put forward. By focusing on studying the restrictions and protections of Internetexpress right, we summarize the valuable experience for reference and come up with valuablesuggestions.Through research in the developed countries, this paper aims at summarizing the experienceon regulations and protection of network expression in our country for improving the relevantlaws. It also reaffirms the great significance of Marxist research on freedom of speech. Finally thesuggestions are given to solve the existing problems on the Internet express right in our country.The viewpoint of the research runs through the full paper: when affirming the value of Internetexpress right and the theory concerning the restrictions for rights in our research, the protection ofrights should be the principle and there ought to be strict restrictions at the same time.
