Freedom of expression has become the problem which can not be avoided in China's social development and the rule of law. Harmonious society is what has a scientific and effective mechanism to express the interests, and the different interest groups can be rational and legitimate to express the demands of interests. The development of internet technology provided a new platform for the freedom of expression.This paper consists of introduction, body and conclusion parts. The body is formed by the four chapters.Chapter I is the basic theory of freedom of expression. Freedom of expression as fundamental rights and freedoms of citizens, though scholars'understanding of its title, content, extension and the property of constitutional rights are different, they all agree that freedom of expression are fundamental rights of citizens. This part first makes interpretation and definition to the title and content of freedom of expression, and then makes a summary for extension and the property of constitutional rights of freedom of expression in order to form a basic knowledge and understanding of the concept of freedom of expression.Chapter II is the Internet and freedom of expression. Freedom of expression gains a new free market and operating platform because of the birth and development of the Internet. On the basis of explaining the impact of the Internet on freedom of expression, this part elaborates the advantages of the Internet freedom of expression, that is trans-time-space, openness and timeliness, anonymity, interactivity and diversity.Chapter III describes the security of Internet freedom of expression. Network freedom of expression is protected by the Constitution and laws, but there are still some problems about the security mechanisms. Beginning from the status of the security and regulation on the Internet freedom of expression in China, this part analyzes the necessity of protecting Internet freedom of expression, and then explains the problems in the security mechanism of China's Internet freedom of expression, and finally puts forward countermeasures to improve our security mechanism on the Internet freedom of expression by learning from foreign experience.Chapter IV is the Internet restrictions on freedom of expression. All things are two sides, so the restrictions on the Internet are also necessary on the basis of the security of freedom of expression. First of all, this part explains the reason of the restrictions, and then further elaborates the position of restricting freedom of expression and puts forward their own views, and finally describes the principle of restrictions in detail.Security and restrictions on the Internet freedom of expression are the unity of a contradiction. The two aspects are the unity of opposites, complementary, and it is a dialectical relationship between them. In the contradiction, the security of freedom of expression is the main side of the contradiction, while the restrictions are the secondary side. The security of the Internet freedom of expression is the goal, while the restrictions on the Internet freedom of expression are only a means to achieve the goal of security.
