The Asset Visibility Management Systems Research Of BF Regiment

Asset management is an important part of modern military building a modern logistics, but also one of the important issues currently facing the reform of military logistics. Army-owned asset is an important part of the national state-owned assets, the material basis of national defense strength and is an important aspect of combat troops which will reflect the state’s comprehensive national strength. The overall goal is to reduce the army national asset management burden, enhance self-protection military capacity, and improve combat effectiveness.After decades of our military efforts, funding, capital management mechanism has been improved, and budgeting, capital payment centralized management are more deeply, which make the management more smoothly. But asset management start at a late stage, the foundation is weak, deep-seated contradictions and problems are very common. At present there are many problems of troop asset management, after study we found that its underlying causes mainly in the management system implement is not smooth, weakness inherent in management mechanisms and management methods is not up to date. Asset Visibility became more important in improving the efficiency of the armed forces of asset management, and prevent loss of assets is of great significance. However, at the moment the military do not have a mature and standardized visual asset management system, therefore resulting in asset management situation is not ideal.Today our army has reached a certain level of information technology, in order to meet the new challenges of military reform in the world, improving logistics capabilities, to build a complete and effective military assets visualization management system become more necessary and feasible. The purpose of this study is to investigate a sound, visual management system which suitable to our army.BF regiment as modern logistics army pilot units build dynamic visualization of the asset management system under the guidance of L Army, and put into trial operation. This trial operation was a pathfinder of establishing an effective visualization asset management. In practice, BF regiment helped to complete the setting of related visual_management systems, and accumulated some experience, management effect is more obvious. The system is the basis project of our whole military assets visualization infrastructure projects, and will play an important part in construction of modern logistics, military spending saving for the nation, and to enhance the overall combat effectiveness.This essay will focus on the practical application of the methods and systems for asset management, discusses organs and units from the grassroots to improve the systems and methods used. Also the problems BF regiment has faced in practice about the visual asset management, and their solution to those problems and the experience they learned during this project.This thesis includes the following five parts:The first part is the introduction. It briefly describes the purpose and significance of choosing the topic, the result of studying of relevant articles and views, and also summarized the contents and method in studying this project.The second part is the case description. Introducing the background of BF regiment case, analyzing the problems before implementing visualization assets system, and describing the process when BF regiment implemented asset management systemThe third part is the case studies. Analyzing the process BF implemented in establishing the Visualization asset management system from three aspects:theory, effectiveness, characteristic.The fourth part gave suggestions for improvement related to system problems. Pointed out the BF regiment asset management system visualization problems and proposed four main recommendations:need to further improve the system functions, allowing more soldiers to participate in the system, the establishment of incentives and performance appraisal mechanisms and strengthen the intangible asset management system module research and development.The fifth part is the conclusion. The system of promotion suggestions, analyzes the limitation of the study, and future prospects of the systems.Thesis mainly uses the case study method, survey research methods. Based on BF regiment case of asset management system for the visualization, studies of this case carried out through using the units of research, telephone interviews, face to face communication and other means.Supplementary contribution of this paper is to combine the real cases with the current academic theoretical discussion, learn the status of the operation. This will be a good theoretical and practical reference for the future military or local, program development. Thus comprehensively promote the modernization of our army’s logistics and make some contribution.
