Norms have been central to the study of politics for at least two millennia.International organizations as non-state actors and began to play a role but are only the beginning of the 20th century thing.There is general agreement on the definition of a norm as a standard of appropriate behavior for actors with a given identity.For the research norms in international relations,accompanied by the rise of constructivism began to receive attention.In this paper, with norms about the "life cycle" theory,to analyze the norms of international organizations in the promotion and popularization of the role.Through the United Nations in promoting the Millennium Development Goals of the norms in the process of behavioral analysis,come to promote the norms of international organizations are an important force in the development of this conclusion.Thesis is divided into the following five parts:the first part on the norms,the definition international organizations to explain and introduce norms about "life cycle" theory of content; the second part is about development plans at the Millennium " norm emergence " stage,the United Nations How to participate in the formulation of the rules;the third part of the Millennium Development plan was discussed widely accepted stages,namely the " norm cascade " stage,in this universal process of the United Nations has played an enormous role, especially in the specification to "tipping point" approaching the process has an important position and its;fourth part of the Millennium Development plans are the " norm internalization " and in the United Nations to help developing countries will be under the development plans of their own development as a basic policy;the last part of the United Nations are in the development of The role of the plan summary,and then to international organizations to promote the role of norms to make the case to prove.Norms of international organizations to promote the use of this platform to the popularity of faster.Emerging more and more of the norm in international organizations to be institutionalized.Institutionalization can be clear and specific procedures which regulate the conduct of the State for effective binding,and norms of conduct in violation of sanctions. This is the overall development of the international community is concerned,are of great significance.
