In the second half of the20thcentury, Integrated Circuits Technologydeveloped rapidly and the protective system of Integrated circuits LayoutDesigns also began to establish by legislation. Comparing with othertraditional system of intellectual property such as the copyright systemand the patent system, this system, which, to some extent, has thereflections of the above two systems, possesses its particular features andcan’t be included into either of the two systems. The restrictions of rightof Integrated Circuits Layout Designs, which consists of five parts: fairuse, reverse engineering, exhaustion of the right, bona fide purchaser andobligatory license, is the most important and distinctive section of thissystem.The economic analysis of law emerged in1960s. Until now, thisanalytical method has progressed enormously in examining the qualitydegree of a legal system. As the new member of the systems ofintellectual property, the protective system of Integrated Circuits LayoutDesigns will have to be inspected in economic analysis. For this reason,the writer try to analysis the restrictions of right of Integrated CircuitsLayout Designs preliminarily by employing the basic economic methodsand principles in order to find out whether the part of this new system isefficient and if it’s not, how to improve it.This paper introduces the right of Integrated Circuits LayoutDesigns, the concept of its restriction, the legal regulations on it and itscomponents. On this basis, the writer not only analyses the restrictions ofright of Integrated Circuits Layout Designs and discovers some problemsbut also gives his advices on how to improve the restrictions.
