Our nation is in the phase where26provinces have adopted different degrees and methods to commerce the project. But there are many differences between these provinces such as the sum of local population, the size, the density of population, the economy, the gap between urban and rural regions, the maketization, and traffic. Every province has took different ways to achieve the reform, therefore, the difference of the product of reform varied from province to province.Analyzing the number of counties, the size of province, the density of local population, the index of marketization, GDP, the difference of GDP for individuals, the density of express way, the level of Eco-finance etc., we can come to the conclusion that provinces chose ten reform models such as provincial government ruling the enlargement of the well-off county and financial province directly ruling the county and so on in the current phase for our country. And then we discussed that the differences from the different reform ways may have a great influence on the provincial reform. We also combined the practice and related theory and analyzed it by comparing with the process of the reform in each province and found the reasons why what each province have acquired in the process of the reform is different. According to the analysis for the reform, we can give following perfect suggestions that adjusting the provincial range, modifying administrative division, stand up for the development of under breadline’s counties, making the reformational ways with its feature, and telling properly by the right of affairs and the right of finance among the provinces.
