Research On Credit Data Application Management Of Shenyang Administrative Organs

In recent years, the central committee of the communist party and the State Council have attached great importance to the social credit system construction. Both the Opinions on Social Credit System Construction promulgated by the State Council in2007and the Social Credit System Construction Plan (2014-2020) officially issued this year, all reflect the significant role of credit in the economic and social development and the determination of the country to carry out a social credit system construction. Consequently, each region and province respond in a positive way. The strategic goal of credit Shenyang is put forward against such a background. In the process of credit system construction, collection and use of credit data is the basis and key point for the whole work, which plays a decisive role in the success of social credit construction.By means of defining the relevant concepts and using methods as system analysis, comparative analysis, research statistics, case studies etc., the thesis makes a deep research on the problems of Shenyang administrative organs’credit data management and raises corresponding countermeasures, through the research of credit evaluation system and evaluation model at home and abroad. On the basis of further expanding credit data collection scope and improving the quality of underlying data, Shenyang credit data exchange platform will establish and perfect the disciplinary system and faithful incentive system, strengthen the dishonesty complaints handling work, establish credit files of government investment projects, increase the application of credit history in the process of administration, deepen trade credit construction and standardize the market economic order.In theory, this study is contributive to further enriching and perfecting the research of credit data application in the social credit system construction and providing referential experience for local governments (especially those at and above vice-provincial level with certain social and economic conditions) in the construction of credit system.
