Study On Promoting Citizen Participation In The Government Affairs Information Environment Construction

With the progress of the society, the development of economy and the unceasing enhancement of science and technology, our country has gradually been in transition from industrial age to information age. Along with the increasing shift of the government functions and the gradual enhancement of public consciousness of democracy, the relationship between the government and the public has become more and more close, the communication between the government and the public has become more and more frequent, the demand of participating in the administration and discussion of state affairs is also growing. But the traditional model of public participation has been unable to meet the demand of the public for government information. How to make use of the perfect combination of existing conditions and advanced e-government information technology to build a high-quality government information environment, has become the current problem our government needs to solve as soon as possible.Based on dual thinking, theory and practice, this article is to study the e-government information environment construction mechanism which promotes citizen participation, mainly from the three aspects:information resource development and integration of e-government information environment construction, government information publicity, and public expression and feedback mechanism, to discuss how to promote citizen participation in government information affairs better. This paper argues that, in the information society, and effective participation of citizens must have a high-quality information environment, including the development and integration of the government information resources, the openness of government information and the public expression and feedback mechanism. Looking back over the years the development process of government information environment construction in China, There are many issues in our country government information environment:not easy to obtain government information resources, inadequate access to government information and the feedback of citizen can not get the corresponding response. Investigate its reason, mainly because of e-government information resources development and integration mechanism is imperfect, the low degree of government information open and transparent, the response mechanism of public opinion expression and perform poorly. Therefore, to improve the environment for our country government information, so as to achieve the effective of citizen participation, should implement the effective integration of information resources, further promote e-government information public and open public opinion expression and response channel.
