In recent years, the development of information technology, especially the network technology has promoted the e-government construction, given the citizen a deeper level of democracy and had a profound impact on China's democratic construction. This paper attempts to analyze the impact of information technology on citizen participation comprehensively and systematically, put forward the model of citizen participation based on information technology in order to provide some countermeasures of increasing the value of public opinions in the government operation and changing citizen participation in breadth and depth, and at last give the case of Qingdao City developing e-government and citizen participation to prove this model.This paper is organized into five parts. At first, it briefly introduces the choosing significance, the theoretical results home and abroad, its theoretical and methodological framework. The second part describes and analyzes the plight of citizen participation under the traditional government model. Next, the paper analyzes the impact of information technology on citizen participation comprehensively, discusses the active role of the extensive application of information technology in technical means, awareness, costs and responsiveness of government. On the basis, the paper proposes building the citizen participation model based on information technology from social environment nurturing, system constructing, platform building and conduct norming, and at last studies the model of"e-government ---citizen participation"in practice use.The paper concludes that information technology, especially network technology, can effectively avoid the plight of citizen participation under traditional government model, has great significance on deep-rooted democracy construction, and has obvious practical value. Meanwhile, it also has a negative impact on citizen participation. However, citizen participation under the information technology environment will be an important development trend for China's future democracy construction as long as we seek advantages and avoid disadvantages.
