Given practice of Nordic countries, extensive collectivity management system exactly offsets the disadvantage from collective management organization. Extensive means the limits of management authority extend to non-member individual instead of signing contracts and accrediting by themselves. Once non-member individuals find their works used, they can request fees from collective organization. Apart from above, they can make statement what they would rather control their works than being managed by organization and nobody is banned t to apply if they tend to govern them. Besides, users have no need to worry to be sued before using works they can’t connect to authors in time. In China, there were phenomena that people couldn’t keep pace with age. However, the economical condition pushes us to publish one material which faced the system’s representation imperfection so that promotes copyright’s advance. Throughout practice in Nordic countries particularly Russia exists similar background with China. On one hand we can construe the background in the system and specific rules, on the other hand we are going to learn and think out the system which suits the situation of our nation.The paper summarizes collectivity management organization system and uses for reference from foreign experience by analyzing possibility of extensive collectivity management system in progress.
