Gongbo’ Gyamda County In Nyingchi Area Of Tibet Autonomous Region Criminal Investigation Report From2003to2012

Today our country is proposing to build harmonious socialist society. Social harmony is the happiness of people,base of development,achievment of the great revival of precondition " Chinese dream".Criminal crime is a comprehensive reflection of various social contradictions and negative factors, relates to social harmony and stabilization,relates to steady rapid development of our country’s the economy,relates to way that people live and work in peace. So,preventing and combating crime according to law is very important which keeps security of the lives and property of the people,social harmany,economic stabilization.At present,criminal offence in our country is showing a high incidence stage. Since2000criminal cases registerd have kept more than4million ever year.Compared with the all criminal cases,the criminal offence in Gongbo’gyamda County in Nyingchi area of Tibet Autonomous Region have its own features.This article is main body of the statistical analysis method and experience method,researched the criminal offence in Gongbo’gyamda County in Nyingchi area of Tibet Autonomous Region,analysed the people’s prosecutor’s office that had handled criminal offence cases happened during from2003to2012,and based on different aspects of criminal offence cases to make a conclusion of features. At the same time,comparative analysis method and case study is the supplement that a data comparative analysed and high-crime cases are as the keys to analyse.Combined with local reality to analyse reasons of criminal offence,to proposed Countermeasures,to guide prevention of crime rationally and effectively,to reduce crime rate,to keep local stability,to guarantee and improve the livelihood of the people, to construct ecological civilization harmonious Gongbo’gyamda County has a big practical value.The article has24000words concluded four parts.The first part briefly introduces basic situationthe of the people’s prosecutor’s office to handle criminal cases from2003to2012.The second part says the result,that is the county people’s procuratorate to handle criminal cases data statistical analysis from2003to2012.According to these cases’s overall situation,crime type,the basic situation of the offender,application of penalty,crime statistics etc,the article concluds features is that offenders is few,but not catching rate,not complaint rate is high,and a big chang ever year;Crime type focus on the low culture strange male;The circumstances of the crime is light,and Probation is much.The third part analysis the research results,namely the county forming causes of the crime,including traffic,population,economic reasons,interest factor,national character,thinking and understanding, social control,the police and judicial organs own factors.The population level,fluidity big,complex unbalanced economic development,employment pressure big,driven by the interests is the most important and the most fundamental reason crime,and the national character and ideological understanding is the drive of individual crime.Social control,the police and judicial organs own factors.,to some extent,provides conditions for the formation of the crime.The fourth part forming causes of the crime against the county,especially often-happened crime,combined with local actual,put forward the prevention countermeasures of the crime.From the economic,employment,ideological understanding,social control means,often-happened crime,minor aspects put forward concrete countermeasures of oneself,comprehensive use of various means,forming an effective crime prevention and control system.
