With the development of the economy,in our country,the vehicle manufacturingindustry and the consumer market increases, more types of motor vehicles comeforth,simultaneously the accident rate increases tambien. In this case, China began toimplement the compulsory motor vehicle traffic accident liability insurance system iscompulsory insurance system since2006, but the current circumstances of motorvehicle insurance is unsatisfactory,as well as the lack of the intendance of therelevant administrative departments of wheel loaders and other constructionmachinery vehicles, electric bicycles and other special vehicles, special vehicles hasalso become a cause of traffic accidents.
