The relation between public protest and the countries is an important perspective of collective action problems research. This article focuses on interpreting the public protest from the political point of view, analyzing the interaction between the country and protest actions, and exploring the impact of the national action in shaping protest actions, in turn, how to shape the country. Specifically, the paper will from the particular aspect, interaction between the government and protesters, check up the development of public protests and government response in American history, which explore the development discipline of United States protests interactive mode, and by a representative contrasts of two public protests analyze the characteristics and historical development of American policing protest pattern.This article can be divided into five parts. The preface is mainly about the design and research summary. The second and the third section, in the whole, summarize and analyze the development of interactive mode between the U.S. public protest and government response, which provides the necessary historical background of protest events and the analysis of evolution of American policing protest pattern. The fourth part focuses on a specific aspect, the policing protest characteristics and historical evolution model, which at first describe the two representative events of the interaction of people in protesters and police, and then with case, comparative analysis of the specific characteristics of American policing protest patterns in different historical periods. The five part is the conclusion, both the full text of the summary and prospects for the future in-depth research.The study found that from protesters side, the characteristics of the interaction model of American public protests and the government response is from a confrontational protest action, violence, intense political action to coordinate, restricted, moderate political normality actions; from the government side the development of government’s response towards a more absorbing, inclusive and selectivity trends; from protesters to interact with the government, the interaction from a closed confrontational toward an open cooperative. So protest actions and government responses influenced each other, shaping of both in this process of mutual adaptation shaping each other. At the same time, the interaction influenced some by external factors, such as political and cultural traditions, the impact of environmental changes, the third-party’s attitudes and behaviors. American policing protest model is from "escalated force" to "negotiated management".
