In the WTO Dispute Settlement,In addition to the state as a theoretical subject oflitigation, private (NGO, companies, law firms, etc.) are also playing an increasinglyimportant role. EU, USA and other developed countries attach great importance tocooperation with domestic non-state actors (non-state), and established a more maturepublic-private partnerships involved in the WTO dispute settlement mechanism. In responseto WTO dispute effectively safeguard the interests of the state and domestic privateenterprises. In developing countries, such as Brazil and other countries have established amore mature public-private partnership participation. In China, a short history of the openingmarket, in response to public-private partnerships involved in WTO dispute mechanism is notperfect. Research on this issue, for the Chinese government more effective participation ofWTO dispute has practical significance.In this paper, focus on concrete approaches to public-private partnerships involved inWTO dispute settlement and existing participated models, on the basis of defining the issuesrelated to public or private subject, to clarify the main parties involved in the participatedpath. At the same time.exemplified the more mature model of participate cooperation in othercountries,, learn from experience and make recommendations on our the participate ofpublic-private partnership mechanism.In addition to the introduction and conclusion of this paper is divided into four parts.The first part, the fundamental problem for public-private partnerships participate WTOdispute settlement. In this part, the concept of public-private and public-private partnershipswill be essential to define, determine the article discusses the subject. Also explained thenecessity for public-private partnerships involved in the mechanism, enhance practicalsignificance of the article.The second part, the route for public-private partnerships involved in WTO disputesettlement. This section summarizes two ways to public-private partnerships involved in theWTO dispute settlement. The first is the private main body (industry associations, advisorybodies, research institutions and "think tanks" etc.) to assist the various governmentinvolvement at all stages of the WTO dispute settlement, to clarify the different waysinvolved in the enterprise, The second is a trade barrier investigation system, with the United States, the European Union and China’s trade barrier investigation system discussedpublic-private partnerships involved in the WTO dispute settlement.The third part, the main mode of public-private partnerships involved in WTO disputesettlement. This section discusses the public-private partnership mechanism model inUSA,EU, Brazil, with a more mature model in other countries as an example to explain thearticle topic.The fourth part, recommendations for the public-private partnerships involved in theWTO dispute settlement in China.This paper analyzes the status quo basis of thepublic-private partnership mechanism in China, put forward a proposal involved inpublic-private partnership mechanism for China, at this stage, we need to build a multi-levelsystem to improve the transparency and openness of government and the establishment ofpublic-private interaction mechanisms of cooperation.
