There has been few fruitful achievements in the change of many organizations of various countries worldwide, and some may even lead to the crisis of the organizations. Thus it is necessary to incorporate the concept of "Change Management" to guide the direction of change. PPPs is an important strategy in the change of the public departments. PPPs has been widely applied in the public facility field since the adoption of the open-door policy by the government for its self-change. And many problems exist in the Government Change in PPPs such as problems on strategy, structure and system as well as style, staff, skills and the shared visions.In present China, the Government Change Management in PPPs is directed to competition, corporation and double winning. A limited yet efficient government model serves as the vision of public governing. In this way, government is no longer regarded as a direct supplier of increase but a regulator, coordinator, and promoter. However, the realization of PPPs depends heavily on the guarantee of a sound system which can be regarded as a system of steering Government Management.The core of Government Change Management in PPPs consists of the following steps: to reestablish social integrity between visions and strategies; to conduct systematic thinking between the whole and the key; to overcome resistance between corporation and participation; and to ensure dynamic balance between change and development. The related strategies are as follows: to control the driving force and resisting force by position analysis; to select the opportunities and models of Government Change by systematic thinking; to realize the communication and participation of change by human oriented management; and to strengthen the atmosphere and achievements of change by government culture. Another important thing is to walk out of the confusion of ethics, the trap of technology and system and the "authority paradox".The present paper tentatively explores the environment and development of Government Change in China's PPPs by employing literature review, systematic analysis and case studies. It also addresses problems in the above-mentioned process by means of Mckinsey's 7-S Model, and then goes on to its direction, after which, it proposes a series of implementing methods over the change Management.
