Rural residential land is the important guarantee of farmers’lives. Since the founding of New China, our country’s rural residential land is mainly used for farmers’living. As the improvement of living conditions, farmers’dependence on rural residential land becomes increasingly low, at the same time, the fact has proved that single form doesn’t adapt to the development of social economy, and how to use the rural land innovatively is doomed to be the focus of the comprehensively deepening reform which is hard in the regime and practice to some extend. Since Chongqing has been selected as a pilot area in the urban and rural comprehensive reform, the municipal government puts forward many regulations about how to take advantage of rural residential land effectively. In order to be consistent with the municipal government, Wanzhou carries out all suited rules and becomes the model of using rural residential land reasonably. The author completes the report through analyzing and summarizing the result of field survey. The paper can be divided into four parts:The first part:Introducing the situation of the author’s survey, it mainly includes how to select sample, choose survey method and describe the processes.The second part:Analyze the institutional environment of Wanzhou about taking advantage of rural residential land. Summarizing the institutional innovations of Chongqing municipal government and briefly analyzing several kinds of methods which include the right to use of barter trade, index trade, elastic exit and mortgage.The third part:On the basis of Wanzhou’s field survey, the author figures out some characteristics and problems:First, self-residing is also the mainstream of utilizing rural residential land in Wanzhou; Second, farmers are less use of forms such as renting, transferring, mortgaging and buying a share; Third, the most prominent innovation in Wanzhou is exiting of rural residential land; Forth, the index trade is active and successful, the market becomes mature and perfect because of the exit. Fifth, compared with index trade, the barter trade is failing, and its rules are disable to perfect practice effectively. Sixth, farmers are unwilling to loan from bank who is afraid to provide the loan either. Seventh, it’s lack of integrated management, the land has not been used efficiently after farmers giving up the rural residential land, and arable land doesn’t increase obviously although the reform has released many rural residential land.The forth part:Making recommendations based on actual situation of rural residential land and the exposed problems. It includes seven parts, such as strengthening farmers’ understanding of relevant rules and regulations; Regulating management attitude; Disposing the question that there is no legal formality to security the farmer’s ownership, eliminating the remaining issues and solving new obstacles; Perfecting and improving the legislation about rural residential land, making the mortgage of the right to use be supported by country’s regulations; Broadening the scope of transferee; Choosing the rural residential land which is suitable for farming as a standards for reclamation; The government should not intervene excessively in the index trade market, sometimes, its omission is good for the operation of the market.
