Research On Management By The Basic-level Government Of Mobile Population

Population movement is not only an inevitable social phenomenon accompanied byeconomic and social development, but a necessary approach to break our regionaldifferences and narrow the gap between urban and rural areas as well. Especially in late1990s, the massive influx of population into developed regions brings both advantagesand disadvantages. On the one hand, the migrants have imposed a lot of positive effectson economic and social development, and on the other hand, migrants brought in thesociety many problems and challenges.Mobile population management is a complex social system project, and needs guidancefrom government and public opinions, and attention and participation of the community.The grass-roots governments are solving the problems in the first line but lack policy,power, resources. For them, it is a daunting task to find out how to strengthen the socialmanagement of the mobile population to bring out the dynamic potential to makegreater contribution to local economy, and to avoid address the negative effects broughtby this. Therefore, we should manage this population and solve the range of socialproblems caused by this, at the basic social level. Besides, deepening the managementand providing better services to form an effective and normal working mechanism, inorder to protect long-term stability, to maintain harmony and stability, and lay a solidfoundation for narrowing the disparities.This paper analyses subjects and objects of the social management of the mobile population in village B in A region, Sichuan Province, and analyses the meaning of the naturein strengthening of social management work of mobile population. The importance andurgency of local government in strengthening social management is described, and thecrux of system of local government is pointed out. In the existing resources, the suggestion of how should government enhance all-round management of mobile population with the thinking "service to promote the management and put service into management" is proposed.
