Research On The Implementation Effect And Countermeasures Of Points-based Management On Mobile Population In Suzhou

The national policy of "internal reform and opening to the outside world" has brought 40 years' rapid economic development to our country.Under the concept of"efficiency first",some cities in China seized the historical opportunity,taped their own potential with the advantage of policy,carried out bold innovation and took the lead in development as a result.The strong economy of these cities has attracted more and more migrants.and the scale of the cities come to be larger and larger.In order to innovate the service management methods on the mobile population.improve the service management level of the mobile population,optimize the urban population structure,allocate social resources more rationally.alleviate social contradictions.better safeguard the legitimate rights and interests of the mobile population,and integrate the mobile population into urban development,big cities have launched points-based management on the mobile population successively and carried out supporting local regulations and laws correspondingly.Since the reform and opening up,the rapid development of Suzhou's economy has attracted a large number of mobile population.By 2017.there were nearly 7 million mobile population registered in Suzhou.The influx of a large number of mobile population further activated the local economy.Deeply tapping the development potential of Suzhou requires contribution from a large number of mobile population in Suzhou.Therefore,how to integrate the mobile population into Suzhou more stably,harmoniously and orderly through effective management and make them enjoy the fruits of social and economic development in Suzhou deserves much attention and research.Under the current household registration mechanism in China,the management of the mobile population in Suzhou is faced with two outstanding problems:first,the rights and interests of the mobile population and their parents or children have not been fully guaranteed;second,their disorderly mobility also challenges the management of local governments and the allocation of social resources in varying degrees.After two years'implementation,the points-based management on mobile population in Suzhou has achieved good results:transformation from"conditional management" to "points-based management";equal access to social resources for mobile population;more transparent,stable and accessible expectations;more fair allocation of resources;better integration of mobile population and Suzhou city.However,according to the feedback from various channels,there are still deficiencies in policy formulation,standard setting and the actual operation process of the points-based management on the mobile population in Suzhou.This paper summarizes the implementation effect and existing problems of the points-based management on mobile population in Suzhou by interpreting relevant policies,reviewing relevant literature,organizing questionnaires,interviewing with mobile population face to face and analyzing the survey data scientifically.Such as.there is a suspicion of urban utilitarianism in the formulation of integral policy,the lack of supporting policies,the lack of rationality and pertinence in the setting of integral indicators,the implementation process of integral management highlights the ability to manage,low level,slightly lagging behind the supervision and supervision work,and so on.Then,this paper makes an in-depth analysis on the causes of the problems,including:insufficient research in the process of integral policy formulation,insufficient consideration of the importance of supporting policies,insufficient consideration of the structure of floating population and the complexity of related issues;the design of the integral index system is rather hasty,there is a suspicion that the concept of urban development has not been fully integrated into the integral system design.The integral system structure lacks scientific nature,the implementation process of integral management highlights the inadequate training,low operating capacity,low level,slightly lagging behind in supervision and supervision.Finally,this paper gives some suggestions on how to further improve the relevant policies and implementation methods of points-based management,set up a more scientific and reasonable integral index system,and implement scientific and effective dynamic management with the cooperation among functional departments.
