Research On The Guarantee Mechanism Of Public Security Administration Under The Perspective Of Building A New Socialist Countryside

Our country’s socialist new rural construction is an innovation and development of theMarxism in China’s rural construction theories. It is an important content and historicalmission of China’s modernization. It is related to the overall situation of the modernizationand construction of a comprehensive well-off society. And rural social stability is a keycomponent in the government’s public management, which relates to the country’s stabilityand development and is a key point to apply the Scientific Outlook on Development and builda harmonious society.Based on the current historical background on construction of the socialist newcountryside, this paper focuses on researching the social security system in the process of newrural construction. This paper takes the construction of new social security system in ruralareas in Hebei province as an example. In the paper, the current situation in rural areas and thesecurity problems in the process of development is researched. Besides, the current measureson new rural public security protection and the problems existed is analyzed. This paperpoints out the positive role and the defects and problems existed and discusses the necessityand feasibility of the construction of the new security system in Hebei province.On this basis, this paper puts forward an original idea on the construction on the newrural security system in Hebei province. Besides, it indicates that this security system shouldconstruct an overall system including severe punishment, prevention and control as well asthe linkage mechanism for multiple police sorts and multisectoral coordination. In order toconstruct a dynamic and overall prevention and control mechanism from multipleperspectives, the professional mediation system as well as three-dimensional diversifiedpublic security mediation system, we should combine the villager’s autonomous managementwith the public security prevention, protection and punishment to establish a mechanism ofjoint prevention, protection and punishment between police and villagers. In addition, we canprovide legal consultation and technical guidance for the villagers. What’s more, we shouldestablish the harmonious mobile mechanism for popularizing legal and scientific knowledge.Through the joint efforts and comprehensive measures, we can better the social security situation in New Socialist Countryside.The innovation points of this study are, the focu of academia about public securitymanagement of at present is economy relatively developed city, but ignore the backward ruraleconomy.
